Prologue to Harvey matter:

 

Mrs. Harvey is a very bright  hearing-challenged person.  Her Beuceron, Shane, was her sunrise and sunset.  I saw Shane on several occasions prior to his accident.  I treated Shane on an emergency basis and referred him to an ER clinic in Little Rock as I did not have the resources here to give advanced treatment.  Somewhere along the line someone evidently convinced Mrs. Harvey to strike out at me for an unfortunate circumstance in a very old dog.  You will note the Board indicated no wrongdoing on my part.  There was none.   The fine for not marking the x-rays was you might say the last straw for me with this board.  The x-rays that I was “fined” for had no relevance to Shane’s condition but were supportive of the diagnosis.  The fine was for not clearly marking the x-rays.  This was the last straw for me.  So I began to research where all of this “fine frenzy” was emanating from.  It turns out that the board members “modified” the Arkansas Veterinary Practice Act and had it modified during the last legislative session with no input or public notice as required by Arkansas Law.  It seems that the board was costing the general fund of  Arkansas more money than had been budgeted. So, in their self-serving wisdom, they “transferred control” of the fines from their many hearings to the budget expenses for the board.  Seems self-serving to me.  Of course, my information to the Govenor went nowhere.  These appointments to the myriad of boards in this state with an substantial drain on the state tax coffers, are political appointments.  I have been told by more than one legislator that these boards and budgets are “hands off”.   What we do here in the state in the name of  politics!!
